On the occasion of 75th Independence day, the state chief minister revealed a separate cadre for school heads.
From School Heads, I mean headteachers and headmasters. Headteachers are the head of primary school whereas Headmasters are the head of secondary school.
Now, you might be thinking what does it mean by separate cadre?
Well, separate cadre means, Bihar now appoints schools heads through competitive examination.
The state cabinet approved the new system this Tuesday (i.e. August 17, 2021).
Since 2006, Bihar appoints School Heads through Panchayati Raj Teachers’ Regulation.
The regulation says only TET-qualified teachers are eligible to become headteachers and headmasters.
Also, these teachers must have at least 8 years of experience.
Now, In order to improve the quality of education, the state government has decided to fill these posts via a test conducted by BPSC. The test format hasn’t been decided yet.
Some people are favoring this decision while some are opposing it.
Some say, creating a separate cadre to recruit schools heads is an arbitral decision. The others say the new system will keep school head posts out of the Panchayati raj institution system. Hence, also giving private school teachers the chance to apply for the post.
Following some reports, Bihar will soon recruit 40,500 headteachers and 5,300 headmasters in the state.
The headmasters will be recruited at the divisional level whereas the headteachers will be recruited at the district level.
The state government has brought this new system by following the suggestions given by the Union HRD ministry last year.
The ministry suggested the state fill 50% of headteachers and headmasters posts via direct recruitment.
