You can apply for a driving licence in Bihar online through the Government of India’s Sarathi Parivahan portal (sarathi.parivahan.gov.in). The process has two stages: first you get a Learner’s Licence (LL), and after at least 30 days you apply for the permanent Driving Licence (DL) and take a driving test at your District Transport Office (DTO).
