Bihar Vidhan Parishad Election to Start From June 7

Yesterday, the Bihar Legislative Assembly passed five bills in the State, and here I’m going to explain to you about these bills.

Let me first list out the name of these bills then will explain to you about them.

  2. Bihar Municipality (Amendment) Bill 2021
  3. Bihar Taxation Disputes Resolution Bill 2021
  4. Bihar Civil Courts Bill 2021
  5. Bihar Appropriation Excess Expenditure (1984-85) Bill 2021

Bihar Lokayukta (Amendment) Bill 2021

Back in 2011, the Bihar Legislative Assembly passed the Lokayukta 2011 bill. The Bill was introduced to combat corruption by giving the public power to file corruption charges against any grade of Public Servants.

Yesterday, the General Administration Department Minister, Bijendra Prasad Yadav, presented an amendment to the same Bill. As per the amendment, if anyone files a false case against any grade of the public servant and misuses the Bill, then punitive action will be taken against such a person. The person who filed the false case will then be presented to the district court, and if found guilty, then the person will be sentenced to jail for upto three years and a provision for a fine.

Some persons favor this amendment, while others are saying this will discourage people from exposing corruption.

Bihar Municipality (Amendment) Bill 2021

Again amendments to the existing Bihar Municipality Bill 2011. The new amendments are proposed by the Urban Developement and Housing Minister, Tarkishore Prasad. As per the new amendments, provisions are made to fine anyone found encroaching the State’s municipal areas. For temporary encroachment, the fine is Rs. 5000, while for permanent encroachment, the fine is Rs. 20000.

The Minister said we would soon recruit people for Grade C employees in the state-level municipalities.

Bihar Taxation Disputes Resolution Bill 2021

The Taxation Disputes Resolution Bill 2021 is also brought to the assembly by Minister Tarkishor Prasad, who currently holds the commercial taxes department’s charge.

The Bill is introduced to resolve 10943 cases of tax disputes worth Rs. 716 crore with the One Time Settlement Scheme.

Bihar Civil Court Bill 2021

In 1756, Bihar was part of Bengal, but In 1912, Bihar was separated from Bengal and became Bihar Province.

Till now, Bengal, Agra, Assam, and Bihar follows the Bengal Assam Civil Court Act 1887. However, now because Bihar is an Independent State, it should have its own Civil Court Acts.

The Bihar Civil Court Bill 2021 is the separate Civil Court Acts of Bihar.

Bihar Appropriation Excess Expenditure (1984-85) Bill 2021

The assembly also passes the Bihar Appropriation Excess Expenditure (1984-85) Bill 2021 by voice vote without any discussion on it.
